The Monterey Protocols is a short work of fiction to encourage strategic thought about civil defense at the local and individual level.

This is a work of fiction. Names, characters, places and incidents are products of the author’s imagination or are used fictitiously. Any resemblance to actual events or locales or persons, living or dead, is entirely coincidental.

Although the characters and plot are fictitious, the occasional papers, guides and books referenced are very real. In 2002, expert threat assessments around the central topic were very grave. Since that time, there has been an open, obvious and intense amount of work done in public health, the media, politics and civic discourse to enhance the impact of the threat―often by unwitting people who don’t seem to understand the scope of what they’re doing.
